Le autorità jugoslave si servirono della mobilitazione di associazioni nazionaliste, come l’Orjunae la Jadranska Straza, per organizzare violenti tumulti contro gli italiani, con devastazioni delle loro case, negozi, edifici sedi di circoli culturali etc. Questo avvenne nell’indifferenza o con l’aperta connivenza della polizia, i cui agenti eseguirono spesso arresti arbitrari e altre angherie a discapito degli italiani.
