Successivamente si aggiunsero la Banca Toscana di Credito nel 1863 ed infine la Banca Romana (ex Banca degli Stati Pontifici) nel 1870. Tutti questi istituti avevano la facoltà d’emettere banconote.
La classe dirigente dell’Italia unita aveva avuto, fin dagli inizi, volontà di giungere ad una piena unificazione anche finanziaria e bancaria tramite la fondazione di un’unica banca nazionale, ma ciò fu ostacolato ed impedito dalle pressioni dei diversi gruppi d’interesse economico collegati ai vari Banchi. Fu determinante l’opposizione di lobbiesmeridionali coagulate attorno agli istituti di Napoli e di Sicilia ed intenzionate a conservarne l’autonomia.
Il Banco di Napoli (ex Banco delle Due Sicilie) permase pertanto autonomo e distinto da altri istituti anche dopo il 1861 per quasi settant’anni, fino al 1926. Il periodo migliore della sua storia fu quello posteriore all’Unità, in cui poté avvalersi di condizioni particolarmente propizie: il riconoscimento giuridico del corso legale delle fedi di credito e delle polizze emesse sotto il passato reame borbonico; il mantenimento di un regime di (quasi) monopolio al Meridione ed in più la facoltà di creare succursali in altre regioni; il rapido sviluppo dell’intera economia italiana.
