Eppure il passo dei due presidenti resta un segnale forte, al netto di tutte le negoziazioni (e dei relativi mercanteggiamenti) che precedono e accompagnano tutte le verità di Stato: ora nessuno potrà negare l’esistenza delle foibe e la ferocia di alcune pratiche del sistema titino.
Il dibattito si è spostato, dall’esistenza – finora messa in dubbio o comunque minimizzata – della tragedia, alle modalità con cui essa si è svolta.
Non è poco per un Paese, il nostro, in cui buona parte della comunità degli storici si è limitata a replicare fino a qualche anno fa i diktat della propaganda jugoslava.

Non mi piace questo termine, perché finisce comunque per evocare memorie e ricostruzioni di parte, oppure interpretazioni contrastanti con le versioni ufficiali. Sa più di polemica che di ricerca.

Cerchiamo di capire meglio la differenza tra realismo e revisionismo, perché può sembrare una questione di sfumature, visto che in effetti sulla tragedia giuliano-dalmata c’è stata una versione ufficiale durata molto a lungo, che solo di recente è stata sottoposta a critica.
Prendiamo il caso del regime fascista, che in Italia è diventato il capro espiatorio di tutti i drammi di cui parliamo: chi lo accusa di aver compiuto atti violenti prima del ’22, altera la storia, non importa se in buona o mala fede. La altera perché le fornisce una cornice poco credibile. Una lettura realista dovrebbe tener conto della cronologia. In questo caso, i problemi storici legati al regime fascista si sposterebbero, com’è corretto, dal ’22 in avanti. Ovviamente, affermo tutto questo senza voler sminuire le responsabilità del regime fascista.
Veniamo al presente. Si nota una certa differenza nel peso delle minoranze italiane nei Paesi della ex Jugoslavia. Di sicuro risulta molto più attiva la comunità italo-croata rispetto a quella italo-slovena…
In effetti è così. Questa differenza di ruoli dipende da due fattori. Innanzitutto è una questione di numeri: gli italiani della Slovenia sono lo 0,1% della popolazione. In secondo luogo, l’identità italiana è ancora percepita come conflittuale.

Sui numeri non si discute. Ma la percezione da cosa dipende, oltre che dai rimasugli di una propaganda politica vecchia?
Direi che dipende soprattutto dal fatto che nessuno ha mai aggiornato per davvero il modo di raccontare la storia. Mi spiego meglio: Capodistria è l’unico sbocco al mare della Slovenia. Un posto molto bello dove si trasferiscono o tentano di trasferirsi in tanti. Il problema è che la maggioranza di queste persone non sa nulla della specificità di questa cittadina, che presenta uno schema urbanistico e un’architettura tipicamente veneziane, cioè italiane, molto differenti dal resto del panorama urbano del Paese.
Questo da cosa dipende?
Molto dipende dall’impostazione dei programmi scolastici che, soprattutto per quel che riguarda l’insegnamento della storia, è ancora molto condizionata dalla vecchia impostazione jugoslava: sembra quasi che il mondo, per questi programmi, sia iniziato nel ’45 e i riferimenti ai periodi precedenti risultano limitati e parziali. In pratica, la presenza asburgica è considerata preminente rispetto a quella veneziana. Il che, per le zone costiere, appare paradossale. Il risultato è che la presenza italiana è percepita come un’occupazione di tipo militare e non viene considerato invece il ruolo importante della Serenissima sulle coste orientali dell’Adriatico.
Col bilinguismo come siete messi?
C’è. Ma è più tollerato che promosso: i programmi dell’insegnamento in lingua italiana sono quelli ministeriali, con i limiti e le rigidità di cui ho detto.
Il problema della repressione cruenta in Jugoslavia non ha toccato solo gli italiani. Tutte le etnie balcaniche hanno subito un numero di morti consistente. Eppure su questo aspetto non si è mai aperto un dibattito vero nei vostri Paesi. Sembra quasi che si sia preferito rimuovere Tito e il titismo che storicizzarli…
Posso rispondere per quel che riguarda la Slovenia, dove molte persone devono molto al passato regime. La loro è una gratitudine di tipo sociale, motivata dalla redistribuzione delle case e dalle opportunità di lavoro. Per questo è difficile trovare ancor oggi una presa di distanza diffusa nella popolazione.
Ma non può aver avuto il suo peso anche il fatto che non pochi esponenti del vecchio sistema sono rimasti in vari posti chiave, ad esempio nel deep State, nel mondo accademico e nei ruoli dirigenti della politica?
Senz’altro anche tutto questo ha la sua importanza, sebbene non sia un fenomeno che si limiti ai Paesi dell’ex Jugoslavia. In tutto il mondo alcuni personaggi dei vecchi sistemi politici sono sopravvissuti ai cambiamenti storico-politici: è capitato in Italia dopo la caduta del fascismo ed è capitato in Russia alla fine dell’Urss e i Balcani non fanno proprio eccezione. In questo caso occorre un ulteriore passaggio di generazioni perché certi problemi e certi conflitti si possano superare più o meno definitivamente.

Eppure fino a qualche decennio fa si pensava che l’Europa unita avrebbe diluito certi conflitti politici, etnici e identitari. Quanta Europa è entrata in Slovenia?
Non molta. Di sicuro l’Europa dei progetti e dei finanziamenti c’è entrata tutta. E di sicuro a Lubiana c’è una mentalità più europeista. Ma la capitale e le élite culturali non sono tutto il Paese. Anzi. La percezione diffusa nella popolazione è il timore di perdere la propria identità e la propria cultura in seguito all’inglobamento in un’unità politica più vasta, quella europea, o al confronto prolungato con culture nazionali più antiche e strutturate, come quelle austro-tedesca e italiana, giusto per fare due esempi.

Io spero che il dialogo continui e si rafforzi. Ma perché questo avvenga occorre molto coraggio.
